What’s Changing for 2G and Dual SIM Users?
Currently, telecom providers offer data along with Voice + SMS packs for users of 2G services or dual SIM cards. However, several users rely on one SIM for data and the other strictly for calls and SMS. This means they often have to pay for an expensive recharge plan that covers only two basic services.
To address this issue, TRAI is set to enforce new regulations, ensuring that customers can access affordable and efficient Voice + SMS packs. This move comes as a response to the needs of the 300 million 2G users in India, who have long been asking for more clarity and better service options.
The Impact on Telecom Services
Currently, telecom companies bundle data packs, which impacts users financially, especially those who only need voice and messaging services.
In July, TRAI had released a consultation paper discussing these concerns and how they could be addressed. The new guidelines are expected to bring relief to customers by offering more tailored options.
New Rules for SIM Cards: What You Need to Know
The Indian government has also introduced new regulations around SIM card issuance, effective December 1, 2023. Here’s a breakdown of the key changes:
SIM Card Issuance Rules:
- All SIM card vendors (PoS agents) must register with telecom operators, which includes police verification and submitting documents like Aadhaar and passport.
- A written agreement between the telecom operator and the SIM vendor will be mandatory, detailing customer registration, operating areas, and actions in case of violations.
- Selling SIM cards without proper registration can result in fines of up to Rs 10 lakh and blacklisting for three years.
- An e-KYC (Aadhaar-based electronic KYC) process will be required for both new SIM cards and SIM swaps.
- Bulk sales of SIM cards are now prohibited. Each business user will need to undergo individual KYC verification.
- Mobile numbers that have been disconnected will not be reassigned until 90 days have passed.
- The maximum number of SIM cards an individual can hold is nine, though, in Jammu and Kashmir and northeastern regions, this limit is set to six.
- SIM cards that remain inactive for 30 days may have outgoing services suspended, and if inactive for 45 days, incoming services could also be blocked.
These updated rules aim to curb fraud and illegal activities facilitated by fake SIM cards, enhancing user security and ensuring a more transparent telecom system.
